On October 24, 2024, the XIII International Scientific and Practical Conference "Energy-Efficient University" was held at Kyiv National University of Technologies and Design. The organizers of the Conference are Kyiv National University of Technologies and Design and the Ministry of Education and Science of Ukraine with the support of the Ministry of Community Development and Territories of Ukraine, the State Agency for Energy Efficiency and Energy Saving of Ukraine, the Ukrainian Union of Industrialists and Entrepreneurs, the Public Organization "Association of Energy Auditors of Ukraine", the Ukrainian National Committee International Chamber of Commerce (ICC Ukraine), and German Society for International Cooperation GIZ.
For the thirteenth year in a row, the Conference brings together representatives of state authorities, educational institutions, domestic and international organizations, foundations, scientists and experts. This year's meeting gained particular importance in the context of Russia's war against Ukraine, which led to large-scale destruction of the country's energy infrastructure. The Conference served as a platform for sharing experience and ideas regarding the development and implementation of innovative energy-saving projects. The event was attended by representatives of 25 institutions and companies of Ukraine, as well as 7 countries of the world (Federal Republic of Germany, Republic of Turkey, Republic of Poland, Slovak Republic, Republic of Latvia, Republic of Azerbaijan, Republic of Iraq).
The Conference, held in a hybrid format, was attended by about 150 participants, among whom were representatives of the executive authorities of Ukraine, self-government organizations, scientists, business representatives, representatives of public organizations, teachers and graduates of both domestic and foreign institutions of higher education.
The plenary session was opened by the moderator of the Conference, Ihor Panasiuk, Director of the Institute of Engineering and Information Technologies. Ihor Vasyliovych noted that the event was dedicated to the 94th anniversary of the foundation of KNUTD. He thanked all the organizations and scientists who participated in the organization and holding of the Conference.
The Conference was solemnly opened by Ivan Gryshchenko, Rector of Kyiv National University of Technologies and Design, Doctor of Economic Sciences, Professor, Academician of the National Academy of Pedagogical Sciences of Ukraine, laureate of the State Prize of Ukraine in Science and Technology.
Ivan Mykhailovych addressed the participants of the Conference with greetings, expressing gratitude for the support of the University's energy efficiency initiatives. He emphasized the importance of education and training of specialists in the difficult time of the war for the country, when the issue of energy saving becomes especially urgent due to the damage to the infrastructure. The Rector spoke about the University's activities to increase energy efficiency, in particular, the reduction of utility costs by 30%, as well as about cooperation with international partners, regarding the implementation of joint projects. The Rector wished the participants of the Conference successful work, new ideas, fruitful thoughts, promising forms of cooperation and high results that will bring us closer to victory.

Dmytro Petrunin, head of the Energy Efficiency Department of the Ministry of Community and Territorial Development of Ukraine.
Dmytro Ihorovych welcomed the participants of the Conference, emphasizing the importance of energy efficiency in today's conditions, especially against the background of economic and security challenges caused by the war. He noted that energy efficiency requires the introduction of innovative technologies, diversification of power sources and development of distributed generation. The Ministry systematically develops energy efficiency policy through updating the legal field, cooperation with international partners, project implementation, support of energy management markets, and personnel training. Dmytro Ihorovych emphasized the significant potential of young specialists in the field of energy efficiency and thanked the organizers and partners for supporting this important topic.
Andrii Shyian, head of the Department of Energy Efficiency Development of the State Agency for Energy Efficiency and Energy Saving of Ukraine, noted that the country faces many challenges related to threats in the energy sector, and that achieving energy independence and energy security is possible only through changes in all areas of the economy.
According to him, the main goal of the agency is the implementation of complex changes in the system, which provide for the regulation of the energy audit market, decarbonization and energy transformation. He thanked the organizers for the invitation and wished the Conference successful work.
Anatoliy Kinakh, President of the Ukrainian Union of Industrialists and Entrepreneurs, Prime Minister of Ukraine in 2001-2002, thanked the Rector and congratulated the Conference participants, and also outlined the problems Ukraine is facing because of the war, in particular the significant destruction of the energy infrastructure. He emphasized that, despite the difficulties, the crisis opens up new opportunities for development, and Ukraine should use them to strengthen energy efficiency and ensure energy security.
It is especially important to integrate European standards into state programs, improve the regulatory framework, and develop public-private partnerships. Anatoliy Kyrylovych pointed out the importance of involving the scientific and technical potential in the formation of state policy and called for the unification of the efforts of the government, business, civil society and the scientific community for the recovery and development of the country.
Volodymyr Shchelkunov, President of the Ukrainian National Committee of the International Chamber of Commerce ICC Ukraine, a member of the World Council of the ICC, noted that KNUTD and ICC Ukraine are united by long-term friendship and cooperation in the field of energy efficiency. We have big and ambitious plans for further cooperation.
Kostiantyn Zapaishchykov, adviser to the board of NEC "Ukrenergo", greeted the audience on behalf of the company's management and presented the report "Energy as a driver of economic reforms".
Kostiantyn Volodymyrovych noted that energy is a key element of economic reforms, stability during the war, and restoration of the country. He emphasized the importance of legislative regulation and energy market reform to ensure supply reliability and the development of new generating capacities.
Volodymyr Kovtunets, a leading researcher of the Institute of Higher Education of the National Academy of Sciences of Ukraine and the International Agency for Professional Qualifications, highlighted the topic "Quality assurance of the assignment of the professional qualification of an energy auditor".
Volodymyr Vitaliyovych outlined the processes and criteria for quality assurance when assigning the qualification of an energy auditor. He proposed a procedure for certification of energy auditors, which involves interviews, testing, evaluation and presentation of completed works.
Stanislav Ihnatiev, Chairman of the Council of the Ukrainian Renewable Energy Association, presented the report "New Energy Map of Ukraine". In which the current state of the energy system of Ukraine, its changes in the conditions of the war and prospects for development were highlighted.
It was noted that after the start of hostilities, there was a significant reduction in production capacity and the destruction of infrastructure, which led to the loss of more than 40% of the energy potential.
Vitaliy Pobihailo, deputy director of the educational and scientific institute of energy conservation and energy management of the National Technical University of Ukraine "Ihor Sikorskyi Kyiv Polytechnic Institute" emphasized the need to popularize educational programs for training personnel in the field of energy.
And he also emphasized the importance of deepening cooperation with stakeholders, as technologies, project ideas and their implementation should take place in close connection with employers.
Vadym Lytvyn, chairman of the board of the non-governmental organization "Association of Energy Auditors of Ukraine", devoted his report to the urgent problem of optimizing the energy efficiency of buildings. He focused on the main issues of energy efficiency, optimization of energy consumption through the modernization of engineering structures and typical energy saving measures, qualified maintenance of engineering systems in the process of rebuilding Ukraine.
Oleksiy Korchmit, expert of the UNDP project "Elimination of barriers to promote investments in the energy efficiency of public buildings in small and medium-sized cities of Ukraine by using the ESCO mechanism", head of the NGO "Ukrainian Association of Energy Service Companies" presented the report "Energy service as a mechanism for attracting extra-budgetary financing of projects from increasing the energy efficiency and energy security of the university's infrastructure." Oleksiy Korchmit's report was devoted to energy service contracts (ESCOs) as an effective tool for financing energy efficiency projects.
Natalia Shramenko, Professor, researcher at the Karlsruhe University of Applied Sciences (Germany) highlighted the issue of green logistics in the report "Functioning of the city distribution system based on the principles of green logistics".

The highlight of the event was the awarding of the winners of the 13th student poster competition «Збережи ENERGY-2024», which is traditionally held every year as part of the International Scientific and Practical Conference "Energy Efficient University". On behalf of Rector of KNUTD Ivan Gryshchenko, diplomas were presented to the winners of the Contest by Vice-Rector Liudmyla Hanushchak-Yefimenko, Vice-Rector Volodymyr Statsenko, Director of the Institute of Engineering and Information Technologies Ihor Panasiuk, Dean of the Faculty of Design Kalyna Pashkevych, and Head of the Department of Graphic Design Ruslana Bezuhla.
All those willing could familiarize themselves with the modern vision of energy efficiency problems from talented young people. The purpose of the competition is to form environmental awareness and an active civic position regarding society's problems, which is achieved by combining education with exhibition and project activities.
