Dear Higher Education Seekers,
The Ministry of Education and Science of Ukraine, with the support of the Cabinet of Ministers of Ukraine, announces the launch of the 2026 competitive selection of PhD research projects within the framework of the experimental project for training Doctor of Philosophy (PhD) candidates in project-based doctoral studies (hereinafter – the Competition).

Deadlines:
Submission of materials until May 1, 2026.
Application Submission Algorithm in the System
Stage 1: Authorization and Access (Applicant)
- Log in to the system.
- Go to the “Services” tab and select “Access to Applicant’s Cabinet”.
- After redirection, select the competition “PhD Research Projects”.
- Open the “Projects” tab and click “Create”. A project card will be generated.
- Click “Edit” on the card to begin.
Stage 2: Adding the Academic Supervisor (Applicant)
Tip: Start with this step so your supervisor can assist you in the system.
- In the relevant field (PhD Project Supervisor), enter the user ID of your academic supervisor (and consultant in the field “Potential Second Supervisor (Consultant)”, if applicable).
- Click the “Search” icon to add them.
- The system will automatically grant them access to your project.
Stage 3: Confirmation of Participation (Supervisor)
- The supervisor logs into the system.
- Select “Supervisor’s Cabinet” in the “Cabinets” tab.
- Choose the relevant competition and go to “Projects”.
- Click “Edit” next to the project.
- Mandatory: Review the Competition rules and confirm participation.
Stage 4: Completion and Review (Joint Work)
- The applicant and supervisor jointly complete all application fields.
- Important: Provide a valid email address for status notifications.
- After completion, click “Proceed to Document Signing”.
- The institution’s responsible person reviews the application:
- If errors are found: returned for revision.
- If correct: proceed to the next step.
Stage 5: Signing and Submission to the Ministry
- The document must be signed (using EDS/QES) by three parties:
- Applicant;
- Academic Supervisor;
- Authorized institutional representative.
- After signing, the application is submitted to the Ministry.
Application Review and Statuses
- Returned for Revision
- Technical errors identified. Applicant and supervisor revise, re-sign, and resubmit.
- Rejected
Application not accepted with stated reasons.
- Accepted
Admitted to expert evaluation.
- Selected / Not Selected
- Final result based on scientific evaluation.
Additional Notes
- Application Deletion:
- The applicant may delete the application only if it has the status “Archived / Rejected by Institution”.
- Restrictions:
Each applicant and supervisor may submit only one application.
- Re-entry to the System:
- Authorization – “Cabinets” – “Procedures Module” – “Applicant’s Cabinet”.
