On September 19, 2025, at the international online conference of the Professional Development Program for Academic Managers — the final event of the first cycle of training for management teams of Ukrainian universities. Teams from 60 higher education institutions presented the results of the training — developed institutional projects and programs for their implementation.
During the conference, Serhiy Artemenko, head of the UIHERP project implementation group, and Colm McGivern, director of the British Council in Ukraine, delivered welcoming speeches. Then came expert speeches: priorities of state policy in higher education – Mykola Trofymenko, Deputy Minister of Education and Science of Ukraine; results of the 1st cycle of the Program – Svitlana Kalashnikova, advisor to the Directorate of the Institute of Higher Education of the National Academy of Sciences of Ukraine, leader of the Program expert team; international perspective on leadership – Alison Jones, Advance HE Global Ambassador; lessons from university mergers in the UK – Lesley Hague, Rector of Health Sciences University.
Our university team (Liudmyla Hanushchak-Yefimenko, Volodymyr Statsenko, Svitlana Arabuli, Natalia Ostapenko, Igor Panasiuk, Liudmyla Halavska, Olena Gryhorevska, Olena Yevseytseva, Tetiana Bukoros) in the circle of universities of Kyiv National University of Civil Engineering and Architecture; State Higher Educational Institution of Higher Education Pryazovsky State Technical University; Kharkiv National University of Urban Economy named after O. M. Beketov; presented the specific results of the updated strategies and budget vectors and the work of the already updated internal project offices and personnel development models. The project summarizes the four modules of the Program (the role of universities, strategizing, HR, finance–resources–projects) and contains a clear implementation roadmap.
The Academic Managers Professional Development Program is a unique initiative of the Ministry of Education and Science of Ukraine, implemented by the British Council Ukraine within the framework of the joint project of the Ministry of Education and Science of Ukraine and the World Bank Ukraine “Improving Higher Education in Ukraine for Results”.
“According to the results of the survey of the Program participants — academic managers — there was an increase in openness and clarity in the formulation of tasks, increased horizontal interaction between departments, as well as the emergence of tools for systemic planning — in particular, workload dashboards and change roadmaps,” noted Svitlana Kalashnikova, Advisor to the Directorate of the Institute of Higher Education of the National Academy of Sciences of Ukraine.
